41 (Camping on Private and Public Property), sets sanitation and site-management rules for public camping. Subsection G bars dumping gray water (waste water from baths, sinks, washing machines and other kitchen appliances) or black water (sewage water) onto sidewalks, streets, parks, open spaces, storm drains or any other facility not intended for that disposal. Subsection H prohibits creating or using an unpermitted electrical connection on public property. Subsection I bars using public property for unattended storage of gasoline, propane tanks, or combustible waste for seventy-two hours or more where the materials go unused, unmoved, or unattended by an apparent owner.

Subsection O bars camping on a city-owned parcel in violation of any adopted site management plan or administrative regulation; the city manager may, but need not, adopt such plans, standard requirements, procedures and forms to keep encampments on city parcels managed for public health and safety.
