Beaumont, CA Landscaping Rules: Artificial Turf (2026)

Section 17.06.120 of the Beaumont Municipal Code sets the artificial turf standards and states that artificial turf can be used to meet the requirements for plant material. Paragraph A allows it in all landscape areas, subject to three conditions. First, it must be aesthetically similar to natural turf. Second, it must be maintained to standards and aesthetics consistent with the time at which it was approved and installed, so a worn, faded or patched installation falls out of compliance. Third, it must have a fiber blend that reduces heat absorption, has appropriate ultraviolet protection, and carries a flammability rating that meets Fire Department Standards.

The permissive rule matters because the rest of Chapter 17.06 pushes hard against natural grass. Section 17.06.030 makes new natural turfgrass lawns effectively prohibited in the front yard of any new residential subdivision, and prohibits new natural turfgrass in medians and parkways along City maintained roads. On existing single family lots, Section 17.06.080.B requires at least one-third of the landscaped area in the unpaved setback to be trees, shrubs and other plant material, and Section 17.06.120 is what lets artificial turf serve as plant material for that purpose. Landscape documents for projects covered by Section 17.06.030 go to the Community Development Director for review before a building permit issues.
