Jackson, NJ Landscaping Rules: Composting (2026)

Section 216-23, adopted within Chapter 216's recycling article, gives every property owner in Jackson Township an on-site alternative to curbside leaf pickup: leaves may be stored or recycled for composting or mulching on the premises instead of being separated out for township collection. The Township does not prescribe a bin type, size or setback for that on-premises composting, so the rule functions as a permissive exemption from the curbside separation duty rather than a construction standard. Residents who do not compost on site must still separate leaves from garbage, refuse and rubbish and place them at the curb or another designated collection area, during the dates and times the municipality's recycling regulations establish for that year; those dates are set administratively by the Recycling Coordinator and Director of Public Works under § 216-26 and published through the township's usual notice channels.

Because § 216-23 sits inside Article IV, Recycling, the general recycling violation penalty applies to a resident who neither composts on site nor properly separates and times leaf placement for collection.
