Louisburg, KS Landscaping Rules: Composting (2026)

Section 15-411 of the Louisburg City Code lists several practices that are unlawful under the solid waste article: dumping waste in someone else's container without written consent to dodge the refuse service charge, interfering with City or contractor employees during collection, burning solid waste outside an approved incinerator without a variance and a written permit, and burying refuse anywhere within the city. That last prohibition, in subsection (d), carries the code's only composting language, allowing lawn and garden trimmings to be composted even though burying other refuse is banned.

In other words, Louisburg does not print a separate composting-bin ordinance with size or setback standards; instead, composting exists only as the narrow exception to the general ban on burying refuse. Because the exception covers just lawn and garden trimmings, materials Section 15-401 defines as rubbish falling under nonputrescible yard debris, it does not reach food scraps, meat, or other garbage, which Section 15-401 separately defines and which must go through the container-based collection system in Sections 15-404 and 15-405 instead. A resident composting anything beyond lawn and garden trimmings, or burying other refuse under the guise of composting, falls outside the § 15-411(d) exception and back under the general prohibition, exposing the property to the same penalty that applies to the rest of the article.
