City Code §12-302(f) makes clearance over streets and walkways the responsibility of the abutting property owner: a clearance of 8 feet must be maintained over walkways, and a clearance of 12 feet must be maintained over streets and alleys. The obligation reaches both trees on the owner's own property and trees on the public way that abuts the property, so a homeowner cannot avoid the duty simply because the overhanging limb grows from a City-owned street tree rather than a tree on the private lot.

The rule sits inside the same community forestry program that defines Park Trees, Street Trees and the Public Community Forest in §12-302(a), and it works alongside §12-302(e)'s ban on tree topping, which bars cutting back a tree's crown to the point of removing its normal canopy except where storm damage or utility-wire conflicts make other pruning impractical. Abutting owners retain the right to perform normal tree care on street trees under §12-302(d), but the City itself also has authority to plant, prune, maintain and remove trees within the right-of-way as public safety requires.

Private tree care companies doing clearance work must carry liability insurance and workers' compensation coverage under §12-302(j); no such certification is required of a public employee performing the same work in the course of official duties. Interfering with the Park & Tree Board, the Community Forest Manager or their agents while they carry out clearance or other forestry work is separately unlawful under §12-302(h).
