Article 2b of Chapter 15 sets up a three-stage water conservation program rather than fixed watering days. Section 15-2b02 defines "Class 1" water use as all outdoor watering, public or private, of gardens, lawns, trees, shrubs, plants, parks, golf courses, playing fields and swimming pools, plus washing motor vehicles, boats, trailers or building exteriors; the same section counts a customer's failure to repair a controllable leak from defective plumbing as prohibited "waste of water." Under § 15-2b03, the Governing Body declares a Stage 1 water watch when a shortage looks likely, a Stage 2 water warning when conditions worsen, or a Stage 3 water emergency when one exists, each effective on publication in the official City newspaper.

Section 15-2b04 lets the mayor or City administrator call for voluntary limits on Class 1 uses during a watch or warning. Section 15-2b05 escalates during a declared emergency to mandatory measures: suspending new water connections, restricting or banning specific use classes, rationing by formula, and complete or partial bans on wasting water. Section 15-2b06 authorizes emergency water rates, and § 15-2b07 lets city officials issue regulations to carry out an emergency, subject to Governing Body approval at its next meeting. Section 15-2b08 enforces violations with written notice, an opportunity to cure, and, if uncured, a right to a hearing before service is disconnected.
