West Hartford, CT Landscaping Rules: Composting (2026)

Under West Hartford Code § 101-1, part of Chapter 101, Health and Sanitation, no one in Town may keep, maintain, permit to accumulate, or dispose of any heap or quantity of manure or compost except in a manner the Director of Health finds satisfactory. The rule applies to backyard compost bins and manure piles alike; there is no bin-size or setback standard written into the section, so the Director of Health decides case by case whether a pile's condition, odor or placement is acceptable. If a compost pile crosses into a nuisance, § 101-5 gives the Director of Health authority to abate it: the Director or a designated Health Department officer or employee may enter the property to inspect any place where a nuisance is likely, and once a violation is confirmed must issue a written order to the owner or occupant to abate or remove the pile within a time period the order specifies.

Failure to comply exposes the property to further Health Department enforcement, since § 101-5 folds compost violations into the same abatement process used for other health nuisances under §§ 101-1 through 101-4. West Hartford does not maintain a separate composting ordinance with volume caps, rodentproofing specs or setback distances; the Health and Sanitation Code instead relies on the Director's satisfaction standard and the abatement order process to control odor, vermin and drainage problems from backyard piles. Residents whose compost draws a complaint should expect a Health Department inspection rather than an automatic fine, with the written abatement order as the first enforcement step.
