Doral enforces property maintenance standards through the Land Development Code Chapter 71 (Landscaping and Buffers) and Code Compliance. Grass and vegetation must be kept trimmed and maintained; overgrown lots with grass exceeding approximately 12 inches are subject to code violations. Property owners are responsible for maintaining landscaping in both the yard and the adjacent right-of-way.
Chapter 71 of Doral's Land Development Code establishes landscaping maintenance requirements for all properties. Property owners must maintain grass and ground cover at a reasonable height consistent with community standards; overgrown vegetation exceeding approximately 12 inches triggers code enforcement action. Ordinance 2021-09 revised Chapter 71 to address right-of-way maintenance, eliminating the previous requirement for a covenant or special taxing district to maintain trees, plants, and sod within the right-of-way. Property owners are now directly responsible for maintaining landscaping in the right-of-way abutting their property. Vacant lots must be maintained to the same standards as occupied properties. Florida-Friendly Landscaping practices are protected under Florida Statute 373.185, meaning Doral cannot prohibit drought-resistant or native plant landscaping. Regular mowing, edging, and trimming are expected to prevent code violations.
Overgrown property reported to Code Compliance at (305) 593-6680 or via Doral 311. Violations result in notice to comply; failure to correct may result in city-hired cleanup with costs plus administrative fees assessed as a lien on the property.
