Chapter 22.174 of the LA County Zoning Code establishes the Oak Tree Permit process for unincorporated areas. For multi-trunk oaks, combined circumference of any two trunks must be at least 38 inches (12 inches diameter). An Oak Tree Permit application is reviewed by the Department of Regional Planning. Conditions typically include replacement tree planting at ratios of 2:1 or greater, tree protection plans during construction, and bonding for replacement monitoring. Approved permits expire within one year if not used. Heritage oaks receive additional protections.
Removal without permit is a misdemeanor. Fines up to $1,000 per tree and/or six months in jail. Replacement tree planting of 10:1 or more may be ordered. Civil penalties for environmental damage may be imposed separately.
