All plans for construction of any improvements on any property located within the aforesaid area shall show the location of all trees that are located in the street right-of-way, and the building permit department shall issue no permit if said plan calls for destruction of any said tree contained in a street right-of-way, unless prior approval for such destruction has been obtained from the city council, who shall take into consideration ingress and egress to the property as required by law.
