Casper, WY Landscaping Rules: Tree Trimming (2026)

Section 12.32.170.A puts the trimming duty for street and alley trees on the property owner where the tree stands, or the owner's agent or employee: branches overhanging a public alley, street or highway must be kept clear to a height of fifteen feet above the surface, and branches over a sidewalk must be kept clear to eight feet, so the growth does not block a streetlight or an intersection sightline. Owners must also remove dead branches and stubs likely to fall onto public streets, alleys or highways.

Subsection B addresses intersection corners separately: hedges, shrubs or other plant material within ten feet of the curb face on a corner lot must be kept trimmed to no more than thirty-six inches above the sidewalk, and no new plant material may go in near an existing embankment or retaining wall on a corner without a city manager permit. Subsection C extends the nuisance rule to any vegetation on private property that hinders the public or endangers a street, sidewalk, sewer or alley: after an inspection, the city manager issues the owner a written notice giving fifteen days to correct or remove the hazard.

If the owner misses that deadline, the city corrects or removes the vegetation itself and bills the owner for contractor costs, administration, established fees and any collection or attorney's fees, collectible by any legal method. Failing to maintain the required clearance, beyond triggering nuisance abatement costs, is also a misdemeanor under the Chapter 12.32 penalty in Section 12.32.190, punishable by a fine of up to seven hundred fifty dollars.
