Casper, WY Landscaping Rules: Weed Ordinances (2026)

Casper Municipal Code § 8.44.015 sets an eight-inch ceiling on "grass or other lawful vegetable growth" on any lot or parcel, including the parkways, alleyways and sidewalk areas abutting it, when that growth is "detrimental to the neighborhood." The section expressly protects xeriscaping, stating it "does not prohibit property owners from installing inorganic landscaping materials authorized by Appendix B of the city Zoning Ordinance," so a homeowner who replaces turf with rock or other approved hardscape is not in violation merely for having no grass to mow.

Enforcement tracks § 8.44.010: the city manager or an authorized agent can order compliance, and once notice issues it remains in effect for the rest of the calendar year, so the owner must keep growth under eight inches without a fresh notice, and any later lapse during that year is treated as its own violation. Section 8.44.020 lets the city manager or agent enter the lot and mow the excess growth directly if the owner does not, then bill the owner for the cost and, if unpaid, certify the charge to the taxing authorities for collection with the property taxes.

Because Chapter 8.44 does not appear among the enumerated jail-eligible offenses in § 1.28.010(C), a height violation is punished only by the general fine track in § 1.28.010(B): up to $750 plus no more than $10 in court costs, with § 8.44.040 classifying every Chapter 8.44 violation as a public nuisance as well as a misdemeanor. Native areas as defined in § 8.44.005, meaning land adjacent to the city's open drainageways or natural groundcover of an acre or more under single ownership, are exempt from the height limit under § 8.44.035.
