Cleveland's Division of Urban Forestry manages trees in the public right-of-way and requires a permit before any pruning, trimming, or removal of street trees or trees on city property. Private property owners may trim trees on their own land without a city permit unless the tree is within a historic district, is part of an approved landscape plan, or is a tree of heritage size protected under the city's Tree Plan. Utility trimming near power lines is coordinated by FirstEnergy/Illuminating Company with city oversight.
The Cleveland Tree Plan, adopted in 2015, sets a 30% canopy cover goal and coordinates Urban Forestry operations. Street trees are defined as trees located between the curb and sidewalk, or on public property, and are city-owned. Unauthorized cutting, topping, or damage to street trees is prohibited and can result in fines and restitution based on tree appraisal value. Private property owners are responsible for maintaining trees on their own lots, including removing dead limbs that threaten public ways. Branches overhanging the sidewalk must be trimmed to provide at least 8 feet of clearance. Trimming in historic districts or on landmark properties may require Landmarks Commission review. Commercial tree services operating in Cleveland must be properly licensed and insured.
Unauthorized pruning or damage to street trees is a code violation subject to fines plus restitution equal to the appraised value of the tree. Failure to trim overhanging branches on private trees can result in abatement at the owner's cost.
