Durham regulates tree trimming through the Unified Development Ordinance (UDO) Section 8.3 (Tree Protection and Tree Coverage) and the Urban Forestry Division within the General Services Department. Routine pruning of privately owned trees on residential property generally does not require a permit, but trimming any tree in the public right-of-way, including street trees between the curb and sidewalk, requires prior authorization from Durham Urban Forestry at (919) 560-1200. Durham expects all significant pruning to follow ANSI A300 arboricultural standards, prohibiting topping, lion-tailing, and flush cuts. Trees designated as major specimen trees under UDO Sec. 8.3.5, defined as any evergreen canopy tree 18 inches diameter at breast height (DBH) or greater or any deciduous canopy tree 12 inches DBH or greater, receive enhanced protection, and improper pruning that damages their health or structural integrity may be treated as an unauthorized removal. In historic districts such as Trinity Park, Watts-Hillandale, and Cleveland-Holloway, the Historic Preservation Commission may impose additional requirements on tree work visible from the public right-of-way. Duke Energy contractors performing utility line clearance operate under a separate agreement but must comply with City notification requirements to adjacent property owners. Durham encourages residents to hire ISA-certified arborists for significant tree work and provides referral resources through the Urban Forestry Division website. The City's Piedmont canopy includes large willow oaks, tulip poplars, and loblolly pines that require careful pruning to maintain structural health.
