Durham addresses weed control under City Code Chapter 26 (Environment), which declares the accumulation of weeds and undergrowth a public nuisance where such conditions provide harborage for rodents, vermin, mosquitoes, or other pests, or exist in proximity to houses and structures to increase hazards of disease, injury, or fire. The ordinance works in tandem with the grass-height provisions that cap vegetation at 12 inches within 100 feet of a street or 50 feet of a building. Durham Neighborhood Improvement Services (NIS) enforces weed violations primarily through a complaint-driven process. Residents file reports via DurhamOne Call online or by calling (919) 560-1200. An inspector visits the property, documents conditions with photographs, and issues a written notice to the owner of record requiring abatement within a specified number of days. If the owner fails to comply, the City arranges for contracted removal and places a lien against the property for the cost of abatement plus administrative fees. Properties with chronic weed violations may be placed on a proactive inspection schedule. NIS works closely with the Durham County Health Department when weed conditions create standing-water mosquito breeding sites, particularly during the warm months from May through September. Vacant and abandoned lots along major corridors receive priority attention. Homeowners maintaining intentional wildflower, pollinator, or native meadow plantings should contact NIS proactively to document their plan and reduce the risk of nuisance complaints from neighbors.
