Encinitas, CA Landscaping Rules: Tree Trimming (2026)

Encinitas Municipal Code Chapter 30.32 establishes comprehensive tree protection including trimming regulations. The city prohibits topping or excessive pruning of protected trees, which includes any tree with a trunk diameter of 12 inches or more measured at 4.5 feet above grade, all heritage trees regardless of size, and all trees on public property. Street tree trimming is managed by the city's Parks and Recreation Department and requires a permit. Residents must not trim street trees themselves without authorization. For private property trees, trimming that removes more than 25% of a tree's canopy in a single year may require a tree trimming permit. Topping—cutting main branches back to stubs—is prohibited for protected trees. All tree work must follow International Society of Arboriculture (ISA) standards.
