2E governs street trees, the trees planted in the right-of-way or front yard when property is developed, redeveloped, or substantially rehabilitated. 2E(3), those street trees must be maintained to provide clearance of not less than seven feet year-round, and trimming and pruning to hold that clearance is required to account for added weight from rain and snow. 2E(6). Newly planted street trees must also be nursery-grown, root-balled in burlap, and carry a two-year replacement guarantee from the developer. Because this clearance duty is tied to the street tree planting requirement triggered by development, redevelopment or major rehabilitation, it applies most directly to trees installed under a site plan or zoning permit rather than creating a freestanding trimming mandate for every mature tree already on private property citywide.
