Los Banos places the duty to keep street-facing trees clear directly on the adjoining property owner. 07(a), any person, firm or corporation owning or occupying real property bordering a street where tree branches, limbs or trunks project into the public right-of-way must prune or trim them so they do not obstruct or shade streetlights, interfere with pedestrians on sidewalks, block the vision of traffic signs, or obstruct the view at a street or alley intersection. Subsection (b) adds a parallel duty for diseased or insect-infested trees bordering a street, park or other public property: the owner must remove, spray or treat them so they do not spread infection to nearby public vegetation.

15. The Public Works Director may inspect any tree, shrub or plant, whether on public land or private property, that overhangs or projects into a street, park, boulevard, alley or public place to determine whether it constitutes a hazard or an impediment to the vision or progress of anyone traveling that route. If the Director finds a hazard on private property, the ordinance requires 10 days' written notice to the owner, occupant or agent before the tree can be cut down or removed; the recipient has seven days to file a written objection, and if one is filed the Director must give the owner a reasonable opportunity to be heard before overruling the objection in writing.
