Rockwall, TX Landscaping Rules: Tree Trimming (2026)

Rockwall City Code makes owners of land abutting a public street or alley right-of-way responsible for routine care of trees and vegetation there, including prompt removal of dead, diseased, or hazardous limbs. Trees must be pruned so they don't shade streetlights, block pedestrian or vehicle passage, obscure traffic signs, or obstruct the view at a street or alley intersection. The code sets numeric minimums: 12 feet of clearance above streets and alleys, 8 feet above sidewalks, and a 6-inch setback from the curb or alley edge for shrubs and other plantings. Code enforcement gives a 10-day written notice before the city prunes the obstruction itself and bills the owner, or issues a citation.
