050 of the Public Tree Care chapter requires anyone who wants to plant, maintain, alter, remove or relocate a street tree, or any tree on city-owned public places, to first apply in writing to the director of public works. The application has to identify the number, species and location of each tree, state the reason for the request, and can include a certified arborist's written recommendation. Property owners fronting the work area get notice of the proposed planting, removal or replacement. Before deciding, the director can weigh the tree's health and disease history, the area it would strike if it fell, its symmetry, proximity to structures, utility conflicts, effect on erosion or drainage, the number and species of other trees nearby, and whether the request fits accepted urban forestry practice; the director can also inspect the tree and refer the application to another city department or board.

Approved requests get written notice back to the applicant. 050(F) carves out routine clearance work from the permit requirement: trimming, removal or clearing of a street tree's branches or roots does not need a permit if it eliminates interference with public utility, water, sewer or storm drain lines; interference with city streets, sidewalks, curbs, gutters, parks or public activities; a public nuisance; or interference with sightlines along streets and their entrances, including sightlines to traffic signs and signals. 020 excludes ordinary trimming, shaping, thinning or pruning done to preserve a tree's health from the broader definition of 'alter' that otherwise triggers the permit process.
