for planting, growing, managing or maintaining ground cover, trees, shrubs or other plants anywhere in the unincorporated county. The hours restriction does not apply to a long list of carved-out uses, including commercial agriculture and livestock production, capturing and reusing stormwater or cooling-system condensate, reusing gray water under state health board rules, watering personal food gardens, watering new sod or turf for 30 days after installation, drip irrigation or soaker hoses, hand watering with an automatic shutoff hose or handheld container, and using water from a private well or surface water on the same property.

Separately, § 2-16-7(a)(3) and (a)(4) give the Utility authority to restrict water use entirely whenever a shortage exists or the public welfare requires it, and specifically ban using Utility water to water lawns, flowers or gardens, or to wash vehicles, sidewalks or porches, during a declared shortage. The Glynn County Code Enforcement Division enforces these outdoor water use rules on the Utility's behalf.
