Lyon County, NV Landscaping Rules: Water Restrictions (2026)

Lyon County Code § 9.03.16 lets the Board of County Commissioners impose watering restrictions on LCUD customers, and its routine conservation tier runs automatically every year from June 1 through October 1 without a separate board vote. Under subsection A, routine conservation restricts landscape watering to odd or even days matching the service address, bars watering between ten o'clock (10:00) A.M. and six o'clock (6:00) P.M., forbids outside watering on the thirty-first day of a month, and bars outside watering whenever it is windy; hand watering and car washing with a self-closing nozzle hose are unrestricted.

Nevada-licensed commercial gardeners on-site, vegetable gardens and flowerbeds, trees within two months of planting, new sod for twenty-one (21) days, and customers with an approved irrigation plan or repairing their system for up to one hour are exempt, and the utilities director may grant case-by-case exemptions on written request. If circumstances such as water scarcity, a production or distribution failure, or demand exceeding LCUD's water rights arise, the Board may escalate to moderate conservation, a stricter watering schedule, hydrant use limited to firefighting, and a ban on washing down driveways and parking lots, or to strict conservation, no landscape irrigation or new planting at all, no vehicle washing outside a recycling commercial facility, plus a 300 percent surcharge on usage above 150 percent of the customer's base amount.

Section 9.03.16.E escalates penalties for any violation of these tiers: a verbal warning for a first offense, a posted and mailed written warning for a second, a board-set fee for the third through seventh, and installation of a flow restriction device plus a time-and-materials service fee starting at the eighth offense, billed to the customer's account after certified-mail notice.
