Summary

Miami-Dade County Code § 32-8.2 bans landscape irrigation between 10:00 a.m. and 4:00 p.m. every day of the year. Odd-numbered addresses water on Wednesday and/or Saturday, and even-numbered addresses water on Thursday and/or Sunday. The rule matches South Florida Water Management District Chapter 40E-24 and covers both unincorporated areas and the cities inside the county.

City-specific rules exist: Coral Gables, Doral, Hialeah, Homestead, Miami Beach, and Miami have their own water restrictions rules that differ from Miami-Dade County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

(a) It shall be unlawful for any user to irrigate or to cause, let, permit, allow or suffer the irrigation of any residential, commercial, institutional, governmental or industrial landscaping areas between the hours of 10:00 a.m. and 4:00 p.m. daily except as otherwise provided herein. (b) It shall be unlawful for any user to operate or cause, let, permit, allow or suffer the operation of any irrigation system or device in a wasteful and unnecessary manner including, but not limited to, watering paved areas, sidewalks, driveways, and parking lots. (c) An Even-Numbered Address that has an irrigation system that irrigates both even-numbered and odd-numbered addresses within the same zones, including multifamily units and homeowners' associations, and rights-of-way or other locations with no address, as defined in this section shall only conduct necessary landscape irrigation on Thursday and/or Sunday. (d) Odd-Numbered Addresses shall only conduct necessary landscape irrigation on Wednesday and/or Saturday. [...] Each day in violation of this section shall constitute a separate offense.

Full Breakdown

The core rule sits in § 32-8.2(d)(ii)(1). No user can irrigate, or cause, let, permit, allow or suffer the irrigation of, residential, commercial, institutional, governmental or industrial landscaping between 10:00 a.m. and 4:00 p.m. on any day. Outside those hours, the allowed day depends on the address. An odd-numbered address (ending in 1, 3, 5, 7 or 9, or a letter from N through Z) irrigates only on Wednesday and/or Saturday. An even-numbered address (ending in 0, 2, 4, 6 or 8, or a letter from A through M) irrigates only on Thursday and/or Sunday. A property with no address, a right-of-way, and a multifamily or homeowners' association system that waters even and odd addresses in the same zones all count as even-numbered. Post office box numbers are not addresses.

New landscaping, meaning anything in the ground 90 days or less, gets extra days. Plants in place 30 days or less can be watered Monday, Tuesday, Wednesday, Thursday, Saturday and/or Sunday. Plants in place 31 to 90 days can be watered Monday, Wednesday, Thursday and/or Saturday. The 10:00 a.m. to 4:00 p.m. ban still applies, and the date of purchase can be shown with a dated receipt or invoice. On installation day the new planting can be watered once without regard to the normal days and times, and the soil can be watered 24 hours before installation. A whole irrigation zone qualifies only if at least 50 percent of it is new landscaping; otherwise only the individual new plantings can receive the extra water.

Several methods ignore the day and time schedule: low-volume irrigation, micro-irrigation, and low-volume hand watering by one person with one hose and a self-canceling or automatic shutoff nozzle, including rain barrels and cisterns. Systems can be tested for cleaning, maintenance and repair with an attendant on site, no more than once per week, with each test not exceeding ten minutes per zone. Watering-in of fertilizer is limited to November 1 through May 14 under Section 18C-4. The section does not apply to athletic play areas, agricultural and nursery operations, or reclaimed water. Any stricter South Florida Water Management District shortage order supersedes it while the declaration lasts, and new automatic systems must carry rain-sensing technology as required by Section 373.62, F.S.

Under subsection (a), cities enforce the standard themselves unless they notify the County by letter or resolution that they want County enforcement, and a city ordinance must be equal to or more stringent than this section.

Violations & Fines

Any violation of § 32-8.2(d) is a violation of the section, and each day in violation is a separate offense. Law enforcement officers, code inspectors under Chapter 8CC and the sheriff enforce it, and the County Mayor can delegate enforcement to County departments. Officers and code inspectors can give a violator no more than one written warning. After that, penalties are those listed in Chapter 8CC, and the County can also seek emergency prohibitory or mandatory injunctive action. The section itself prints no dollar amount.

Frequently Asked Questions

What days can I water if my address ends in 7?
An address ending in 1, 3, 5, 7 or 9 is odd-numbered, so you can irrigate only on Wednesday and/or Saturday, and never between 10:00 a.m. and 4:00 p.m. An address with a letter from N through Z is also odd-numbered. Even-numbered addresses water on Thursday and/or Sunday instead.
Can I water a newly planted lawn more often?
Yes, for the first 90 days. Landscaping in the ground 30 days or less can be watered Monday, Tuesday, Wednesday, Thursday, Saturday and/or Sunday, and days 31 to 90 allow Monday, Wednesday, Thursday and/or Saturday. The extra water must stay on the new plantings, and a zone qualifies only if at least 50 percent of it is new landscaping.
Does the County rule apply inside a city in Miami-Dade?
Yes. Section 32-8.2(a) calls the rule a minimum standard for both incorporated and unincorporated areas. Municipalities enforce it themselves unless they send the County a letter or a resolution asking the County to enforce it. A city can adopt its own ordinance only if it is equal to or more stringent.
Is drip irrigation or hand watering restricted?
No. Low-volume irrigation, micro-irrigation (bubbler, drip, trickle, mist or microspray) and low-volume hand watering can be used without regard to the allowed days or times. Hand watering means one person with one hose fitted with a self-canceling or automatic shutoff nozzle. Rain barrels and cisterns are covered the same way.
How do I ask for an exception to the schedule?
Apply for an alternate method of compliance on the Director's form, with no fee. An evaluator decides within 21 days of a complete application and notifies you by certified mail. You have 30 days to appeal to the Director, who decides within 60 days and whose decision is final. You must show substantial hardship that is not self-imposed.
