(a)Intent and purpose. It is the intent and purpose of this Section to implement procedures that promote water conservation through the efficient use of landscape irrigation....(d)...(4)The following requirements shall apply to all users, unless specified in Subsection (c) or Subsection (e).a.Landscape irrigation shall be prohibited between the hours of 10:00 a.m. and 4:00 p.m., except as otherwise provided.b.Irrigation of existing landscaping shall comply with the following provisions:i.Even addresses, as defined in Subsection (b)(5)...shall have the opportunity to accomplish necessary landscape irrigation two (2) days a week, only on Thursday and/or Sunday.ii.Odd addresses, as defined in Subsection (b)(14), shall have the opportunity to accomplish necessary landscape irrigation two (2) days a week, only on Wednesday and/or Saturday....(j)Penalties. Violations of this section shall be punishable as provided by Sections 1-13 and 1-14 of the City Code or by other lawful method provided in the City Code, including but not limited to Code Enforcement penalties authorized by law.

Newly installed landscaping gets a 90-day grace period: plantings up to 30 days old may be watered Monday, Tuesday, Wednesday, Thursday, Saturday or Sunday, and plantings 31 to 90 days old may be watered Monday, Wednesday, Thursday or Saturday, but only the new plant material itself, or a zone that is at least half new landscaping, qualifies for the added days. Residents may hand-water at any time with a single hose fitted with a self-canceling or automatic shutoff nozzle, or irrigate with drip, micro-irrigation, rain barrels or cisterns without regard to the posted days or hours.
Systems may also run once a week for up to ten minutes per zone, with someone on site, to test or repair them, and licensed applicators may water in a fertilizer or pesticide application on the normal schedule, or post a temporary sign to water outside it. The City may grant a variance from the assigned watering days on a showing of substantial economic, health or other hardship that is not self-imposed, and any South Florida Water Management District water-shortage order automatically overrides these local days and hours for its duration under Section 26-232.

Violating the watering-day schedule or the 10:00 a.m.-to-4:00 p.m. ban is enforced by Plantation Police officers, Code Enforcement officers, or other officials the Mayor designates, and is punishable under Code of Ordinances §§ 1-13 and 1-14 or through the city's Code Enforcement Board process, in addition to any separate penalty the South Florida Water Management District imposes for violating an active water-shortage order under Chapter 40E-21, F.A.C.
