Vineland, NJ Landscaping Rules: Water Restrictions (2026)

The City of Vineland's Water-Sewer Utility enforces outdoor water use restrictions codified at Vineland City Code § 687-149 through § 687-154, adopted by Ordinance No. 2008-63 and amended by Ordinance No. 2017-1. The rule applies to every outdoor water use in the City of Vineland at all times, regardless of source, whether public supply, private well, or surface water, unless the use is expressly exempted under § 687-154. Car washing, pressure washing, and other non-landscape outdoor uses are limited to two days a week: even-numbered addresses on Wednesdays and Saturdays, odd-numbered addresses on Thursdays and Sundays.

The same two-day schedule governs hose or hose-end sprinkler lawn watering, which is further confined to the hours of 6:00 a.m. to 9:00 a.m. or 5:00 p.m. to 8:00 p.m., with no single area watered longer than thirty minutes per day; hand-held hoses with automatic shut-off nozzles may still water flowers and shrubs as needed, and no hose watering is permitted while it is raining. Automatic irrigation systems follow the same two-day cycle but may only run between midnight and 10:00 a.m., capped at fifteen minutes per zone for spray or mist heads and fifty minutes per zone for rotary heads.

Drip or microirrigation for flowers and shrubs is unrestricted. Under § 687-152, Water Utility representatives, along with any City inspector, firefighter, or police officer, may report violations, and fines are added directly to the offending property's next quarterly utility bill under § 687-153.
