Albany, OR Mobility & Curb Rules: Bike Lane Rules (2026)

The City of Albany, Oregon blocks bike lanes through its parking code rather than through a separate bike-lane chapter. Albany Municipal Code § 13.21.030 lists the places where no driver of a vehicle can stop, stand or park, whether attended or unattended. Item (14) on that list is a vehicle upon any marked bicycle pathway. The only carve-outs are the ones printed in the lead-in: a stop necessary to avoid conflict with other traffic, compliance with the directions of a police officer, or compliance with a traffic control signal. Because the section covers stopping and standing as well as parking, a quick drop-off in a marked bike lane is still a violation.

The chapter defines a street to include any public street, avenue, road, alley, highway, lane, path, or other public place in the city established for the use of vehicles (AMC § 13.21.010). Enforcement belongs to the Chief of Police and police officers employed by the City (AMC § 13.21.130). An officer with reasonable cause to believe a vehicle is parked in violation issues a citation in conformance with ORS 221.340 and files it with the Municipal Court Clerk (AMC § 13.21.155). The registered owner is responsible for the offense unless the operator secured the vehicle without the owner's consent, and registration in the defendant's name raises a disputable presumption of ownership (AMC § 13.21.140).

Other Albany rules protect cyclists and bike space. A person riding a bicycle upon a sidewalk must yield the right-of-way to any pedestrian and give an audible signal before overtaking and passing (AMC § 13.40.140), and riding on a sidewalk in a business district is prohibited. A parked bicycle must go in a rack, against a building, or at the curb so as to afford the least obstruction to pedestrian traffic (AMC § 13.40.150). Portable basketball hoops cannot be placed within or upon any street, sidewalk, or bike lane (AMC § 8.09.030). On paths the City Council designates by resolution for pedestrian and bicycle use only, operating a motorized vehicle is unlawful (AMC § 14.28.130).
