Albany, OR Parking Rules: Loading Zones (2026)

Albany Municipal Code § 13.21.080 says no person shall stop, stand or park a vehicle in a designated loading zone for any purpose or length of time other than the expeditious unloading and delivery or pick up and loading of materials, freight or passengers. The restriction applies during the hours when the provisions applicable to loading zones are in effect. Sections 13.21.080 and 13.21.090 print no fixed clock hours of their own, so the hours come from the designation of each zone.

The 15-minute line is the working test. The stopping, standing or parking of a vehicle in an unmetered loading zone in excess of 15 minutes is prima facie evidence of a violation, so a driver who stays longer starts with a presumption against them. Section 13.21.090 draws a tighter line for passenger loading zones: only the expeditious loading or unloading of passengers is allowed. Chapter 13.08 defines a loading zone as a space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials or freight, and a passenger loading zone as reserved only for the loading or unloading of passengers and their luggage.

The City Manager designates the location of passenger loading zones in front of the entrance to any hotel, auditorium, theater, church, school or public building, and designates the location of material and freight loading zones (§ 13.12.020). The Public Works Director marks the spaces and posts the signs (§ 13.21.060).

Two related rules matter for deliveries. In an alley, § 13.21.030(10) allows loading or unloading persons or materials not to exceed 15 consecutive minutes in any 1 hour, and a vehicle can park in an alley between 8:00 a.m. and 5:00 p.m. if it is actively needed to make installation or repairs to equipment or buildings or for building construction, provided it does not block the alley to other traffic. In the downtown parking area, § 13.21.115(3)(c) permits employer-owned or controlled vehicles in designated loading zones, subject to the limitations on the use of such zones.
