Albany, OR Parking Rules: RV & Boat Parking (2026)

Section 13.36.180 of the Albany Municipal Code makes it unlawful, within the City limits, for any person to use, allow to use, or permit to use on their private property a motor vehicle or recreational vehicle for sleeping or housekeeping purposes except as the section lists. The exceptions are: within an approved recreational vehicle park; on the premises of a private residence with the consent of the occupant, limited to not more than seven days in any 90-day period for any number of vehicles; within a required front yard setback, where parking of such vehicles is limited to not more than 48 hours; and within a public right-of-way, where parking of self-contained recreational vehicles is limited to 48 hours with the consent of the adjacent property owner.

The front yard setback itself is set by the Albany Development Code, a separate document from this Municipal Code text. The right-of-way exception adds that parking of any such vehicle is further limited by AMC § 13.21.030 and all other regulations pertaining to the parking of vehicles.

Hardship permits are the fifth exception. With the consent of the property owner and all adjacent property owners, the city manager or their designee can approve a special temporary use permit for recreational vehicle use of up to 90 days' duration to alleviate a temporary housing hardship that cannot otherwise be satisfied within a recreational vehicle park. Approval can carry conditions the city manager deems appropriate to maintain public safety and community aesthetics, and the permit can be revoked. Two operating rules apply: it is unlawful to discharge wastewater from a recreational vehicle to a storm sewer, sanitary sewer, street, or upon private property except at an approved holding facility or dump station, and no utility connections shall be made across public right-of-way to a vehicle except by temporary permit issued by the building official.

On the street, § 13.21.030(12) bars parking any vehicle or combination in excess of 23 feet in length or in excess of 8 feet in width on any street, alley, public parking lot, or parking strip between 10:00 p.m. and 7:00 a.m. and all day on Saturday, Sunday, and holidays. Section 13.36.180 does not mention boats or boat trailers by name.
