Albany, OR Parking Rules: Overnight Parking (2026)

Section 13.21.040 of the Albany Municipal Code is the time-limit rule, and it works where signs are up. When signs are erected in any block or within any public parking lot limiting permissible parking time, no person can park a vehicle within that block or lot for longer than the time posted on the sign. Moving the vehicle to a parking space on either side of the same street within the area between the intersections at each end of the block does not extend the limit, and moving to another space within the same parking lot does not either. Once a vehicle has been moved from the posted block or lot for a period of not less than one hour, a new time limitation applies. Section 13.21.050(1) reinforces the rule by making it unlawful to stand or park in violation of any sign posted by the City of Albany regulating how vehicles may be parked on a public street or public parking lot, and § 13.21.060 authorizes the Public Works Director to post those signs.

Night hours show up in § 13.21.030(12): any vehicle or combination of vehicles in excess of 23 feet in length or 8 feet in width is barred from streets, alleys, public parking lots and parking strips between 10:00 p.m. and 7:00 a.m. of the following day, and all day on Saturday, Sunday and holidays. Separately, § 13.21.030(13)(e) bars parking on a street for the principal purpose of storage or junkage or dead storage for more than 24 hours.

Some blocks need a permit instead of a posted clock. Section 13.21.112 makes it unlawful to park on the listed Central Albany parking area streets, including 11th Avenue SE west of Jackson Street SE to Montgomery Street SE and Ninth Avenue SE east of Jackson Street SE to Route 99E, without a valid Central Albany parking area permit. A first offense draws a parking citation. If the operator is contacted the vehicle must be removed immediately, and if not, within 24 hours, otherwise it is towed. Any additional violation means towing. Additional permits cost $5 per permit and requests go through the Albany police records division. Contractors and utilities working in a time limit zone can get a barricade permit from the City Recorder under § 13.21.110, issued for each particular construction job.
