Blaine, MN Mobility & Curb Rules: Bike Lane Rules (2026)

Blaine City Code Section 82-69(a) lists 23 places where stopping, standing, or parking a vehicle is banned, and item (14) specifically bars parking within a bicycle lane except when posted signs permit it. The same section also bans parking on a sidewalk, in a crosswalk, within an intersection, within ten feet of a fire hydrant, within a sign-posted fire lane, in an alley, on a curbed boulevard, and more than 12 inches from the curb or edge of the traveled roadway. Section 82-70 makes the vehicle's owner, or the lessee for a leased vehicle, guilty of a petty misdemeanor for a Section 82-69 violation regardless of who was actually driving, unless another person is separately convicted for the same violation or the vehicle was stolen at the time.

A lessor who keeps a record of the lessee's name and address is not liable under this owner-responsibility rule. Under the city's general penalty structure in Section 1-7, a petty misdemeanor carries a fine of up to $300.00, since the general $1,000.00 and 90-day jail exposure applies only to Code violations not declared petty misdemeanors. A bike lane parking violation does not by itself support suspending or revoking the owner's or lessee's driver's license under Section 82-70(e). Vehicles parked in a bike lane in violation of Section 82-69 can also be towed under Section 82-38 at the owner's expense.
