Blaine, MN Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Article IV, created by Ordinance No. 26-2605 effective May 4, 2026, regulates the shared e-bike and e-scooter fleets that operate on Blaine's streets and paths alongside privately owned devices. Section 82-106 layers local rules on top of the state-law framework adopted in section 82-102: riders under 18 must wear a helmet meeting the state standard, e-scooters are barred from sidewalks except for direct access to an adjacent property, and operation is banned on sidewalks in business districts unless the city posts signs allowing it. For shared fleets specifically, subsection (c) requires devices to be parked in the city's designated zones so they don't block pedestrians, and the city manager can carve out exclusive bike lanes or paths for e-bike and e-scooter use with posted speed advisories under subsection (d).

Enforcement runs through the Blaine Police Department under section 82-107, which can issue warnings, citations, or seize a noncompliant device, and can demand the device labeling required under Minnesota Statutes section 169.222, subdivision 6b. Section 82-108(d) adds a separate track of civil penalties aimed at shared-service operators who don't keep their fleets maintained and compliant, on top of the petty misdemeanor fines that apply to individual riders under section 82-108(a).
