Subsection (b) makes it unlawful for any person to stop, stand, or park a motor vehicle on a sidewalk, bike path, or bike lane, with narrow exceptions for a driver temporarily stopping to load or unload passengers or when obeying traffic signals, signs, or a police or traffic control officer's direction.
Subsection (c) separately bars operating a motor vehicle on a sidewalk, bike path, or bike lane at all, except for a public officer or employee performing official duties, or a driver crossing the path to reach adjacent property or a street. Subsection (d) extends the same operating prohibition to utility easements, vacant lots, and other unpaved private property not owned by the driver or an immediate family member, unless the owner gives express written consent; licensed contractors and service providers doing required work are exempted.
