Cecil County, MD Mobility & Curb Rules: Bike Lane Rules (2026)

J(1) tells cyclists exactly where they may ride on County park property: on a road within the park, or on a pathway or trail that the Department of Parks and Recreation has designated for bicycle riding. The same subsection caps speed on any trail or pathway at 10 miles per hour. J, "Regulation of recreational activities," which restricts several activities, including picnicking, roller skating and skateboarding, to designated areas of park property and lets the Department add further requirements on top of the baseline rule.

The chapter applies only to Department parklands and facilities under § 261-3, so it governs County park property in unincorporated Cecil County, not public roads generally, and not the incorporated towns, which set their own park rules. Enforcement runs through § 261-6: the Director, Superintendent, Recreation Coordinator, Parks and Recreation staff and the Deputy Sheriff's Department may issue citations, and a base violation of the park regulations carries a $50 fine. C makes each day a violation continues a separate offense subject to a civil fine of up to $1,000.
