Georgetown, TX Mobility & Curb Rules: Bike Lane Rules (2026)

Section 10.04.040, last rewritten by Ord. No. 2006-103 in October 2006, is Georgetown's operative bicycle riding rule. It defines a "bicycle" as a device propelled by human power with two tandem wheels, at least one exceeding 14 inches in diameter, and separately defines "unicycle", "velocipede", and "non-motor assisted vehicle" (three or four wheeled human-powered devices). Subsection B is the operative prohibition: it is unlawful to ride any unicycle, bicycle, velocipede, or similar non-motor assisted vehicle along or on any sidewalk, street, alley, road, hike and bike trail, or other public place in a reckless or negligent manner so as to collide with or injure a person or damage property.

This section replaced a prior version that had also covered mopeds, which are now regulated separately under Section 10.04.045. The City's separately adopted Bike Master Plan (referenced in Chapter 1.08, adopted December 10, 2019) guides infrastructure and network planning but is a policy document, not a penal ordinance, so it does not create riding offenses of its own; the enforceable conduct standard for cyclists on Georgetown streets remains the reckless/negligent riding prohibition in 10.04.040.
