045 defines "motor assisted scooter" using the definition in Chapter 551 of the Texas Transportation Code: a self-propelled device with at least two wheels, a working brake system, a gas or electric motor of 40 cubic centimeters or less, a stand-on or sit-on deck, and the ability to be propelled by human power alone. 1 sets out location-of-use restrictions that apply to any person operating such a device in the city, not just a rental-fleet operator. It is unlawful to operate a motor assisted scooter on any designated hike-and-bike path or trail, off-road or off-trail in city parks, on a sidewalk, or on a path designated exclusively for bicycles.

ii separately bans operating a motor assisted scooter on any public street regardless of the posted speed limit, which is a tighter rule than applies to mopeds or electric bicycles, both expressly excepted from that street ban. Because these restrictions attach to the device and the operator rather than to a specific vendor or program, they govern shared/rental scooters used within Georgetown the same as privately owned ones; the city has not enacted a separate dockless-vendor permit chapter in this code.
