Section 23-18-1808 of the Lawton City Code sets the core riding rules for bicycles on streets, sidewalks, crosswalks, and bicycle paths. Subsection A requires a cyclist on a roadway to ride as near the right side as practicable while exercising due care passing a standing or slower vehicle heading the same direction. Subsection B bars riding more than two abreast on a roadway except on a path or part of a roadway set aside exclusively for bicycles, where wider group riding is permitted. Subsection C makes sidewalk riding lawful by default anywhere in the city unless a sign specifically posted on that sidewalk prohibits it, and Subsection D requires city council approval before any such prohibition sign goes up, meaning individual property owners or businesses cannot unilaterally ban bikes from an adjacent sidewalk.

Subsection E requires a cyclist on a sidewalk to yield the right-of-way to pedestrians. Section 23-18-1802 separately makes cyclists subject to the same rights and duties as motor vehicle drivers under state traffic law while on a roadway, so obstructing a marked bike lane or path the way a car would obstruct a travel lane triggers the same underlying duty-of-care rules that apply to vehicles. For motorists, Section 23-5-546 requires leaving at least three feet of clearance when overtaking a bicycle, with escalating fines up to $750 if the violation causes a death. Violations of the bicycle article carry penalties under Section 23-18-1814, including possible impoundment of the bicycle for up to ten days.
