070(2) is unambiguous: no person may stop, park or leave standing any vehicle, attended or unattended, upon the travel portion of any street or upon a marked bicycle lane, and the section defines the "travel portion" to include any street median, center, merge or turn lane. 020(2)(a) as the portion of the travel way for the movement of bicycles, designated either by pavement markings or signage, so the ban covers any painted or signed bike lane in the City regardless of width or location. The section carves out five narrow exceptions: a vehicle disabled to the point it cannot be moved (the driver must still arrange prompt removal); a vehicle following a police officer's, flagger's or traffic-control device's direction; a transit vehicle receiving or discharging passengers at a marked stop, or a solid-waste, recycling or yard-waste collection vehicle not left longer than reasonably necessary; a City-owned or approved vehicle or public utility vehicle providing a public service; and an emergency vehicle.

Outside those exceptions, blocking a bike lane with a delivery van, a parked car or a contractor's trailer is a straight civil infraction. 00 per violation, separate from the enhanced late-payment penalties the chapter applies to unpaid parking tickets generally.
