Sammamish, WA Mobility & Curb Rules: E-Bike Classes (2026)

Chapter 7A.10, Electric and Small Motorized Devices, does not write freestanding class-by-class rules for e-bikes in Sammamish parks. Instead, § 7A.10.030 states in full: "(1) The following provisions in the Sammamish Municipal Code are adopted by reference, now in effect and as subsequently amended: SMC 7A.08.010 and 7A.08.020. (2) The following statute of the state of Washington is adopted by reference, now in effect and as subsequently amended: RCW 46.61.710." That means an electric-assisted bicycle rider in a Sammamish park is bound by the same 15 mph speed ceiling that applies to every other trail user under § 7A.08.010(1), the 8 mph marine-area cap under § 7A.08.010(2), and the negligent-travel ban under § 7A.08.020, which is a criminal misdemeanor rather than a civil offense.

The city reaches the class distinctions among e-bikes, meaning where a Class 1, 2 or 3 electric-assisted bicycle may operate, by adopting RCW 46.61.710 wholesale rather than restating its terms locally; Sammamish's own code does not spell out which class rides where. The same adoption-by-reference approach appears throughout Chapter 7A.10: electric personal assistive mobility devices (§ 7A.10.010) and motorized foot scooters (§ 7A.10.020) are each governed by the identical cross-reference to §§ 7A.08.010 and 7A.08.020, while toy motorized boats and toy motorized cars or trucks are separately banned outright from marine areas and unpaved trails under §§ 7A.10.040 and 7A.10.050.

Enforcement and penalties for e-bike speed and negligent-travel violations follow Chapter 7A.19, and both Parks & Recreation staff and Sammamish police share enforcement authority under § 7A.20.010.
