Full Breakdown
Section 82-7 of the Southampton Village Code governs wheeled travel in the village center. It does not create or mention marked bike lanes. Its rule runs the other way: on three named streets, riders are kept out of the roadway itself.
Subsection A bars any person from operating a tricycle, a bicycle, a bicycle with electric assist as defined in the New York State Vehicle and Traffic Law, or an electric scooter as defined in that law between the curblines, meaning the portion of the street normally devoted to the parking and operation of motor vehicles. The Board of Trustees amended the subsection on July 11, 2024 by Local Law No. 22-2024. The covered stretches are Main Street from the northerly lines of Meeting House Lane and Jobs Lane to the southerly lines of Hampton Road and Nugent Street; Jobs Lane from Main Street to the entrance to the Village parking area south of Jobs Lane; and Hampton Road from Main Street to Little Plains Road, the last added on September 23, 2014.
Subsection B closes the sidewalk alternative. No person may drive or operate any bicycle or motor vehicle of any kind or nature along the public sidewalks or footpaths of the Village within the area described as the VB Business District in Chapter 116, Zoning. Subsection B was amended on May 14, 1982 by Local Law No. 3-1982.
Subsection D separately prohibits reckless operating of a bicycle on any public street in the Village. The code defines it as operating, using or riding in a manner which unreasonably interferes with the free and proper use of the public street or unreasonably endangers users of the public street. That rule is not limited to the three named streets.
Violations & Fines
Section 82-11 sends violations of Article I of Chapter 82 to Article II of Chapter 1 of the Village Code. Under § 1-17 a conviction is a violation under the Penal Law, punishable by a fine not exceeding $2,000 or imprisonment for a term not exceeding 15 days, or both, with community service at the court's discretion.
