Bend, OR Mobility & Curb Rules: E-Bike Classes (2026)

The Bend Code does not run a separate e-bike ordinance; it absorbs the State's three-class system into its shared micromobility chapter. BC 7.60.005(B) defines 'bicycle' for purposes of Chapter 7.60 as any device with at least two tandem wheels, a seat, fully operable pedals and human power, 'or with an assistive electric motor classified as a Class 1, 2 or 3 electric-assisted bicycle under ORS 801.258 and 807.020,' pulling all three State-defined e-bike classes into the same regulatory bucket as pedal bikes for licensing purposes.

Because the definition governs the whole shared micromobility chapter, the same bike-share licensing rules in BC 7.60.010(B) apply whether the operator's fleet is pedal-only or electric-assisted. The City's one directly stated riding rule for e-bikes sits in the safety-messaging requirement the licensed bike share operator must build into its program: under BC 7.60.010(B)(4)(g), the operator 'must provide safety messaging in-app and on devices,' telling riders that people riding electric bicycles may use bicycle lanes and certain paths but may not ride on sidewalks. That is a messaging obligation on the operator, not a separate traffic offense printed elsewhere in the Bend Code, so the underlying right-of-way rules for where each of the three State e-bike classes may actually operate remain governed by Oregon Vehicle Code sections ORS 801.258 and 807.020 referenced directly in the Bend Code's own definition.
