005(C) broadly enough to include electric stand-up and seated scooters alongside bicycles, unicycles and skateboards. 010(B) only authorizes the City Manager to license one business at a time to run a permanent bike share program in the City of Bend, selected through a competitive, informal request-for-proposals process and licensed for up to three years. 010(C) states that no other shared micromobility business may provide services or operate within the City unless the City Council establishes a permanent licensing program for additional bicycle share vendors or other types of shared micromobility businesses through a code amendment, or unless the City Manager approves a pilot permitting or pilot licensing program.

In practice that means a company cannot simply drop shared scooters onto Bend streets the way it could launch a bike share fleet; it needs either a Council-adopted ordinance extending the licensing program to scooters or a City Manager-approved pilot. The City Manager does have express authority under subsection (C) to test additional micromobility devices in a pilot integrated into the bike share program or run as a separate pilot, so a scooter pilot is possible even without new Council legislation, but a full commercial rollout is not.
