Blue Springs, MO Mobility & Curb Rules: E-Bike Classes (2026)

Section 300.020 defines an electric bicycle as a bicycle with fully operable pedals, a seat, and a motor under seven hundred fifty watts that fits one of three classes. A Class 1 e-bike's motor assists only while the rider pedals and cuts off at twenty miles per hour; Class 2 can be propelled by the motor alone, no pedaling required, but is likewise capped at twenty miles per hour; Class 3 keeps the pedal-assist-only design of Class 1 but allows assistance up to twenty-eight miles per hour.

Because the Code defines an electric bicycle as a type of bicycle rather than as a separate vehicle category, e-bikes ride under the same Traffic Code sidewalk provision as any other bicycle: Section 340.110(A) bars riding a bicycle, including an e-bike, on a sidewalk within a business district, while Subsection (C) separately bans a motorized bicycle from sidewalks anywhere in the City. Section 300.020 defines motorized bicycle as a distinct, smaller-engine device, fifty cubic centimeters or less, under thirty miles per hour, and its text expressly excludes an electric bicycle from that definition, so the outright sidewalk ban in Subsection (C) is written to reach mopeds and similar motorized bicycles rather than Class 1-3 e-bikes.

Outside business districts, e-bike riders on sidewalks must still yield to pedestrians and give an audible signal before passing, the same courtesy rule that applies to every bicyclist under Section 340.110(B).
