Laguna Niguel, CA Mobility & Curb Rules: E-Bike Classes (2026)

Section 7-4-500.1, added by Ordinance No. 2024-227 on March 5, 2024, folds into and supplements the bicycle-operation rules of Section 7-4-500 rather than creating a separate class-based scheme; the article's definitions in Section 7-4-501.1 define 'electric bicycle' only by cross-reference to California Vehicle Code § 312.5, which is where the state's Class 1/2/3 tiers actually live, so Laguna Niguel treats all electric bicycles the same regardless of class for purposes of this local ordinance. Subsection (a) bars riding an electric bicycle 'in an unsafe manner' on any publicly owned property, including a public roadway, highway, sidewalk or park, and on private property open to the public.

'Unsafe manner' covers any act that violates the Municipal Code, the Vehicle Code, or other law, or that endangers the rider, a passenger, other motorists, riders or pedestrians. The section lists concrete examples: intentionally popping a wheelie (except where a wheel briefly leaves the ground because of road conditions), riding on a sidewalk without due caution for pedestrians, riding against traffic on a highway or in a bike lane, swerving around stopped or slowed traffic, using the bicycle in a way it was not designed for such as carrying an unintended passenger or standing on the seat, ignoring posted signs or signals, and a rider under 18 going without a properly fitted, fastened helmet.

Subsection (b) separately bars operating an electric bicycle while holding and operating a handheld wireless phone or communications device unless it is hands-free and voice-operated.
