Section 7-4-500(a) requires that 'persons operating bicycles within a bicycle lane or upon a bicycle path shall ride in single file,' with the only carve-out coming from California Vehicle Code § 21202(a), the state passing-and-sharing rule. The same section separately governs bicycle travel on paths (direction of travel may run either way unless one-way signage says otherwise), walking a bicycle (treated like a pedestrian), and riding on sidewalks generally, allowed citywide at no more than five miles per hour except in a business district, next to an occupied school, at a busy recreation center, at a church during services, on a pedestrian overcrossing, or wherever posted otherwise.

On the parking side, Section 7-4-603(h) makes it unlawful to 'park or leave standing a vehicle on a designated on-road bicycle lane anywhere on the city arterial highway system,' but only once the city has posted signs identifying the lane and prohibiting parking there; an unposted painted lane is not automatically off-limits under this specific clause. Both rules trace back to Ordinance No. 90-11 from March 1990, with the single-file requirement touched again by Ordinance No. 96-90 in 1996. Public Works and the traffic engineer are responsible for the signage that triggers enforcement of the parking ban, while the Orange County Sheriff's Department, contracted for traffic control under Section 7-4-200, handles citations for both the riding and parking rules on the street.
