Lake Havasu City, AZ Mobility & Curb Rules: E-Bike Classes (2026)

Section 10.08.200.A.2 sets Lake Havasu City's own electric bicycle definition: a two- or three-wheeled vehicle with fully operable pedals and an electric motor under 750 watts (1 horsepower) with a maximum speed of 28 miles per hour, a single category that does not track the federal Class 1, 2, or 3 labels used elsewhere. Because the code regulates electric bicycles together with plain bicycles and other human- and non-human-powered devices, the same machine may use either travel surface. Subsection B lets it operate on public roadways if the rider obeys traffic-control devices, keeps to the right-hand curb or lane edge, signals turns, and yields when crossing a sidewalk or path.

Subsection C separately permits sidewalk and city-park riding, requiring the rider to obey traffic-control signals, signal turns, yield right-of-way to pedestrians and cross-traffic, and give an audible signal before passing a pedestrian or an electric personal assistive mobility device. Subsection E confirms the section does not require licensing or registration of an electric bicycle, distinguishing it from motor-vehicle rules elsewhere in the traffic title. Riders under 16 must wear a helmet on either surface under subsections B.8 and C.7, and lighting is required from dusk to dawn under subsection I.
