Section 7-42.2 defines an electric bicycle as a two- or three-wheeled vehicle with operable pedals and a motor under 750 watts, split into a Class 1 low-speed e-bike, whose motor assists only while pedaling and cuts off at 20 mph, and a Class 2 low-speed e-bike, whose motor can propel the bike without pedaling but still stops assisting at 20 mph. Section 7-42.3 requires nighttime front white and rear red lamps visible 500 feet, a bell or signal device audible 100 feet, a permanent seat with hands on the bars and feet on the pedals, and a working brake; riders must wear a helmet meeting Title 39 standards, obey all traffic signals as a motor-vehicle operator would, ride single file with traffic except on a designated bicycle lane, and may not tow or be towed by a motor vehicle.

Sidewalk riding is prohibited except where state law permits it, though Township-designated multi-use paths remain open. The Director of the Department of Public Safety can issue further rules under § 7-42.3q. Enforcement runs through § 7-42.4: a first offense costs $25, a second $50, and a third or later offense $100; a minor's second or subsequent summons goes to a parent or guardian who must accompany the minor to Municipal Court, and the bicycle itself can be impounded on a third offense, released only to the minor's parent or guardian if the rider is underage.
