20(A), Operation of Electric Bicycles, treats low-speed e-bikes like ordinary bicycles under Chapter 73's equipment and operation rules except where further restricted. Class 1 and Class 2 e-bikes may operate on the same village-owned streets and paths as regular bicycles, but all three classes, 1, 2 and 3, are prohibited from village sidewalks. Class 3 e-bikes are more restricted still: they may only be operated on village streets, alleys and other locations reserved for motor-driven vehicles, consistent with the Illinois Vehicle Code. Every e-bike operator must be at least sixteen years old and must wear a helmet while riding.

The bicycles themselves must carry the manufacturer's label required by 625 ILCS 5/11-1517(c) showing wattage, top assisted speed and classification; removing or tampering with that label carries a minimum $100 fine. Every e-bike must also be capable of being operated, or having its motor controlled, solely through human-powered, functioning pedals. 21 sets escalating fines for violations of the age, location, equipment or operation rules: $100 for a first offense, $200 for a second, $300 for a third, and $500 for a fourth or later offense, with reckless operation exposing the device itself to impoundment for up to 60 days and a $900 release fee.
