Yonkers, NY Mobility & Curb Rules: E-Bike Classes (2026)

Yonkers City Code § 109-71, added February 11, 2025 by Ordinance No. 3-2025, defines "Electric Mobility Devices" to collectively mean a device meeting the definition of a "class one" or "class two" bicycle with electric assist under New York Vehicle & Traffic Law § 102-c, and/or a device meeting the definition of an electric scooter under VTL § 114-e. Every operator of an electric mobility device is subject to all duties applicable to the driver of a vehicle and the rider of a bicycle under state law and city traffic regulations, and must yield the right-of-way to pedestrians at all times.

Before turning, slowing, or stopping, the operator must use the hand signals required of bicyclists under VTL § 1237. Section F sets hard speed ceilings by device class: an electric scooter cannot exceed 15 miles per hour, and a bicycle with electric assist cannot exceed 20 miles per hour, regardless of the device's mechanical top speed, and riders must otherwise travel at a speed that is reasonable and prudent for conditions. Section E requires every device to carry a bell or audible signal reaching 100 feet, a brake capable of stopping the device within 15 feet from top speed on dry pavement, and, between a half hour after sunset and a half hour before sunrise, a white front lamp visible 500 feet, a red rear lamp visible 300 feet, and side lights visible 200 feet, or equivalent reflective material.

Section J makes any violation of the chapter punishable by a fine not exceeding $250 or confinement in jail not exceeding 10 days, or both, and the Yonkers Police Department enforces the section under the same authority it enforces the rest of the traffic code.
