Summary

Conroe cannot run red-light cameras. Texas outlawed photographic traffic-signal enforcement statewide in 2019, stripping every local authority, including this home-rule city, of the power to install or operate them.

(a) Notwithstanding any other law, a local authority may not implement or operate a photographic traffic signal enforcement system with respect to a highway or street under the jurisdiction of the authority. Texas Transportation Code Sec. 707.020, added by HB 1631 and effective June 2, 2019, bars any local authority from implementing or operating a photographic traffic signal enforcement system on streets under its jurisdiction. That preempts Conroe entirely: the city may not deploy red-light cameras, issue camera-based civil citations, or contract for such a system. The Texas Attorney General enforces the prohibition. Camera-generated violations carry no legal force, and Conroe police enforce red-light running the traditional way, an officer observing the violation and issuing a moving-violation citation.
