Springfield, OH Mobility & Curb Rules: Red-Light Cameras (2026)

Section 303.09(a) adopts the automated traffic control photographic system (ATCPS) as a civil enforcement system that imposes monetary liability on a vehicle's owner when its operator fails to obey a red traffic signal at a posted system location; the Police Division installs, operates and administers the cameras and must post signs at monitored intersections. Under subsection (c), the registered owner is presumed responsible unless, within fifteen calendar days, the owner identifies the driver or shows the vehicle or plates were stolen. The Police Division must mail a notice of liability within fifteen days of the violation, listing the plate, location, date and time, recorded images, the penalty amount and deadline, and the appeal procedure (subsection (d)).

An owner may pay, identify the actual driver, or contest the ticket before an independent Hearing Officer who is not a City employee; contesting requires posting the penalty amount and filing within fifteen days, with a hearing set within ten business days (subsection (e)). Recognized defenses include yielding to an emergency vehicle or funeral procession, a stolen vehicle or plates, a malfunctioning signal or camera, or proof someone else was driving. A camera-based civil penalty is not reported to the state and carries no license points (subsection (f)(3)). The program was adopted by Ordinance 05-41, passed February 15, 2005.
